European Union affairs in Foreign Service

The Ministry for Foreign Affairs is responsible for the preparation and monitoring of EU affairs and for the definition of Finland's positions in the following fields:

  • External relations of the EU: Common Foreign and Security Policy, trade policy and development policy
  • Overall development of the EU in cooperation with the Government EU Affairs Department 
  • EU law and agreements on the external relations of the EU
  • Enlargement of the EU

Finland’s priorities in EU affairs from the perspective of the Foreign Service

  • Strengthening the European External Action Service.
    Finland’s objective is to strengththe EU is a coherent global actor speaking with one voice on all key issues of world politics.

  • Development of the Common Security and Defence Policy.
    Finland endorses the strengthening of the Union’s internal and external capability. Development of the Common Foreign and Security Policy is one of the priorities of Finland’s EU policy. Finland will continue its active participation in EU crisis management operations.
  • Development and implementation of the EU’s market access strategy.
    Finland’s objective is to strengthen the EU’s market access strategy, to develop the preparation of trade policy and to influence the Union’s positions.
  • The effectiveness and impact of development cooperation.
    In development policy, Finland stresses coherence, aid quality and effectiveness.
  • Development of comprehensive relations with Russia and other strategic partners and with the Union’s neighbouring areas.
    Finland supports rapprochement between Russia and Europe and the integration of Russia into the international treaty system.
  • Finland supports the active promotion of the Northern Dimension and Arctic issues in cooperation with the EU, Russia, Norway, Iceland, Canada and the United States.
  • Finland strives for closer EU cooperation within the Baltic Sea region, with the aim of protecting the Baltic Sea and promoting the economic development of the region.
